Patrick Starr, executive vice president

Patrick Starr serves as Executive Vice President. He leads the southeast regional office located in Center City Philadelphia and coordinates several statewide initiatives.  These include planning and implementing multi-purpose trails and water trails, promoting and implementing green stormwater infrastructure, coordinating education and outreach to community-based watershed organizations, and piloting a statewide Outdoor Towns initiative.

Related to his work, he serves on various task forces and boards. Starr serves as the PA Vice Chair of the Circuit Coalition and as convener of the Philly Upstream Suburban Watershed Cluster. He is the Chair of the Board of the Pennsylvania Organization for Watersheds and Rivers. He was a founding member of the Riverfront North Partnership (formerly the  Delaware River City Corporation) and served on the boards of the TTF Watershed Partnership, the GreenSpace Alliance and the Schuylkill River Development Council. Additionally, he served on Mayor Nutter’s Sustainability Advisory Board, co-founded the Delaware Valley Smart Growth Alliance, and chaired the Delaware Valley Regional Planning Commission’s Regional Citizens Committee.

Previous to joining the Council, he was Public Affairs Director for the Philadelphia Department of Streets, and Director of Civic Issues for the Foundation for Architecture. He resides in Center City Philadelphia, and is a lifelong Pennsylvanian having grown up near Chambersburg, Franklin County.
