About 20 miles from the spot in Pennsylvania where the oil industry was born 150 years ago, Howard Weltner and his neighbors pay every day for its offspring.

On a hilltop above their Venango County village of Belmar, there are at least two dozen long-abandoned oil wells, which could be among more than 180,000 statewide. State officials don’t know where most of the wells are, and many of the companies that drilled them disappeared long ago, leaving the public to pay the environmental toll…
