Lindsay Baxter expected her three-week study of energy issues in Germany to reveal a green and progressive system that far outpaced the fossil fuel-fired grid that the United States is seeking to update.

“Germany is so much further ahead of the U.S. and Pennsylvania in terms of … renewable energy penetration into the electricity grid,” said Baxter, one of two Americans who recently wrapped up a visit there as part of the McCloy Fellowship in Environmental Policy through the American Council on Germany.
