The following addendum applies to two sections of the original RFP:

SUBMISSION INSTRUCTIONS

All prospective bidders must provide an email address to which responses to questions may be sent.
Should the consultant have questions concerning the RFP, they must be in writing and received by the
Pennsylvania Environmental Council ([email protected]) Questions will be reviewed as received and
answered as responses are composed and time allows and then posted to https://pecpa.org/ohiopyle-mtb/.

The deadline for submission is 5pm EST on April 7, 2025. All responses to questions will be in writing and
posted no later than 5pm EST on April 8, 2025.

A pre-bid Zoom meeting will be held from 11:30am-12:30pm EST on April 3, 2025, during which project team members will respond to questions from interested consultants. Interested participants can log in here:

ANTICIPATED TIMELINE

The first primary phase of this project maintains an anticipated timeline that delivers all work by November 30, 2025. With successful progress on the first primary phase described here we anticipate initiating the
second primary phase in Spring 2026.

The anticipated project timeline begins June 1, 2025, and runs through November 30, 2025*. The successful consultant will work with PEC, Bureau of State Parks and the PA Office of Outdoor Recreation during project kick-off to develop a detailed schedule for task delivery for existing trail infrastructure assessment, conceptual planning and design, field design & implementation package.

*Actual timeline to be established based on contract execution date and selected consultant availability.

Will there be a pre-bid meeting?

We will be holding a pre-bid meeting. Here’s the info:

Do you have a list of the stakeholders beyond the bike club?

We don’t have a comprehensive list of stakeholders beyond Ohiopyle Bike Club at this point. Upon award, we anticipate working with the selected party to outline a stakeholder group, if necessary.

Are there key staff at the Park or Bureau of State Parks that need to be engaged?

Mike Mumau, Laurel Highlands Field Division Manager, and Chris Houck, Ohiopyle State Park Manager, are the primary contacts.

Is there any flexibility in the project timeline?

After some preliminary feedback, we are planning to extend the project timeline. We still anticipate getting under contract in May, but the deadline will shift to November. An Addendum was issued with these details and is also posted to the project page.

Is there sufficient time for a thorough environmental review of concepts by DCNR staff between conceptual planning and field design? Is early summer a busy time during which agency staff are occupied by other tasks?

With the project timeline extended, we believe this should build in some latitude to allow for DCNR reviews. Local and regional park staff are aware of the compressed timeline of this project and should be able to respond to specific questions promptly.

Will DCNR staff be available to meet with consultants on-site during the RFP process?

There will be no official on-site meeting or site visit. Due to existing schedules and responsibilities, DCNR staff will not be available to meet with interested parties on-site during the RFP process. Interested parties are welcome to visit the site on their own.

Do you have a specific timeline for public engagement, or are there particular events you wanted the outreach to align with?

Contractor is responsible for developing the timeline and proposed format for public engagement in collaboration with PEC and PADCNR.

What level of assessment do you envision for the “area with existing mountain-bike trails”? A detailed, stationed out examination, or a general overview of the health and safety of the existing system?

Contractor will perform detailed assessment of legacy, multi-use trails that are currently opened to mountain-bike use and the recently constructed, purpose-built mountain-bike trails in the Clay Mine area. Any suggested reroutes will be flagged and field designed.

Will the planning of any reroutes in the “area with existing mountain-bike trails” to ensure connectivity to Ohiopyle borough and Kentuck Campground be additional mileage to the Pressley Ridge design and flagging?

Contractor should plan for 20 miles of flagged and designed work.

Can you share the max budget for the assessment, design and flagging portion? What is the funding source? Are there worries about federal funding uncertainty?

As the primary client for this phase, PEC has private funding specifically for this project. Contractor will develop a budget that is satisfactory to meet the anticipated needs of scope tasks. It is not anticipated that federal funding holds will impact this phase of the project in any manner.

Is the plan for the existing Clay Mines MTB trails available?
How do these two projects relate?

The Ohiopyle Biking Club should be contacted for more information regarding the development of the Clay Mine mountain-bike area. Conceptual connections between Pressley Ridge and other existing trails should be considered as part of Task 2.

Can existing park infrastructure and trail GIS/GPS data be provided?

Existing trail linework can be accessed via the web map in Appendix 3.

Are you looking for a complete permit package for NPDES?
With respect to the Task 5 Implementation Package “materials suitable for submission to regional and state permitting offices” consultant is expected to:

● Collect all information from the assessment, planning, and design tasks of the project relevant to project permitting and package it for efficient use in preparation and submission of permit applications
● Conduct, in partnership with the project team, pre-application meeting(s) with permitting authorities to review the above information, determine necessary permits, and identify information required in their applications
● Document requirements and make recommendations for successful application for necessary permits
● Permit application and securement will occur in the next phase of the project.

Falling under ‘plan for soliciting and evaluating proposals’, will the contractor/team awarded this RFP be excluded from participating in the construction contract? (under Plan for Soliciting and Evaluating Proposals)

After further consideration, contractors awarded this project will be ineligible for bidding on subsequent construction contract. This includes any contractors serving as subconsultants during this phase of the project.

Will the future phase of work be solicited separately or issued as an amendment/change order?

Future phase(s) of the Ohiopyle State Park Natural-Surface Trail Development project will be solicited separately.

What parts of the project will be considered ‘intellectual property?’

In Appendix 4 – Sample Contract, Section 5. Intellectual Property will not be in effect for this project. PEC will not claim sole ownership of any intellectual property produced as part of this project.
