PEC Announces Addition of Frank Maguire to Staff

The Pennsylvania Environmental Council (PEC) is pleased to introduce Frank Maguire as its Trails Program Manager. Based out of the western office—but working all across the state—Maguire’s efforts will focus on the Power of 32+ regional trail network along with the PA Water Trails Program, a statewide partnership that encourages the development of sustainable water trails.

“Frank brings great experience to an already robust set of trail-related professionals at PEC,” said PEC President and CEO Davitt Woodwell. “We are thrilled to add his expertise to our expansive set of trail initiatives as well as to infuse his ‘fat tire cred’ into both our urban and other off-road trail projects.”

Maguire comes to PEC having most recently worked as the Principal at Small Mountain Trails, LLC, a trail consulting firm he founded that focuses on educational workshops and assisting in community trail development. He also contributed to Dirt Rag Magazine as an Access Editor, where he was responsible for writing trail advocacy feature articles including risk management for mountain bike-specific trails and the changing nature of recreational trails.

Prior to his work at Small Mountain Trails, Maguire functioned as the Mid-Atlantic Regional Director of the International Mountain Bicycling Association (IMBA) from 2009-14 and as the Partner and General Manager of Mt. Nittany Wheelworks from 2002-09.

At IMBA, he provided daily organizational support to its clubs and members in his seven-state region to improve and promote mountain bike opportunities. Maguire also spearheaded work towards creating destination trail systems and gathered funding for numerous trail projects exceeding $2 million. Additionally, he worked to implement IMBA’s chapter program, leading to a 130 percent growth in membership during his tenure.

“Frank brings a wealth of knowledge and enthusiasm about outdoor recreation with him to his new position at the Pennsylvania Environmental Council,” said Marci Mowery, President of the Pennsylvania Parks and Forests Foundation. “I greatly admire Frank’s ability to motivate volunteers, explore new ideas, and build relationships—all skills that will serve him well as the Land and Water Trails Specialist.”

Maguire, who holds a B.A. in History from the American University in Washington, D.C., has served as a board member on a number of reputable committees. His titles include working as the Vice President of the Penns Valley Conservation Association and participating as a Representative on both the Pennsylvania Department of Conservation and Natural Resources (DCNR) Natural Gas Advisory Committee and the Pennsylvania DCNR Bureau of Forestry Recreational Advisory Committee.
