CCS Framework Signed Into Law

The Pennsylvania Environmental Council issued the following statement on SB831, the carbon capture and sequestration (CCS) management legislation signed into law today by Governor Josh Shapiro:

“PEC is grateful for the leadership of the House and Senate Caucuses and the Governor throughout the process that culminated in passage of SB831, and we thank Governor Shapiro for signing this significant bill into law,” PEC President Tom Gilbert said. “We thank the governor’s team, legislative leaders, and environmental advocates who joined PEC in pushing for amendments to protect environmental justice communities, public and conserved lands, and landowners. The new law also holds operators accountable for negative impacts, and equips DEP to effectively regulate operations. These provisions exceed existing federal standards, making Pennsylvania’s carbon capture law one of the strongest in the nation.”
