Alissa Burger comes to PEC with national and international experience in climate issues, distributed energy resources, and low-carbon futures. As Senior Policy Advisor for Energy & Climate she is responsible for implementation of PEC’s ongoing decarbonization initiative, working with state and national stakeholders to achieve deep carbon and greenhouse gas emission reductions in Pennsylvania.
Prior to joining PEC in 2018, Alissa worked on climate and energy policy at the Center for Sustainable Energy (CSE) in California; the Institute for Market Transformation (IMT) and the German Marshall Fund of the United States (GMF) in Washington, D.C.; and PennFuture and Sustainable Pittsburgh in Pennsylvania. Her recent work has focused on transformative market mechanisms, building performance policy, overcoming regulatory barriers, clean energy investment, urban innovations, and climate resiliency strategies.
A Western Pennsylvania native, Alissa returns to Pittsburgh to join the staff at PEC’s Southwest regional office. She holds a M.S. in Environmental Policy from Carnegie Mellon University and a B.A. from Knox College.
